When seed job is run, we should clear the table of a user's info, then sync #201

Occasionally an Archive-It user may change the name of a collection, or make it private. When this happens, we can get duplicates on the user's page that displays all of the collections.

I think the easiest way to resolves this would be to just issue a query before the seed job is run to delete all the rows in the wasapi_files and collection table for a given user, then sync. This would be instead of reconciliation of merging rows which will get ugly quick.
