https://joss.readthedocs.io/en/latest/review_criteria.html and https://joss.readthedocs.io/en/latest/review_checklist.html are now out-of-date compared with the actual review criteria

I think the problem is that we changed criteria in #542 but didn't update the docs in this same PR.
