I'm kinda confused by the section header, "Extract the Location of the Resource in ARCs and WARCs"

Hmm, that was probably a script for the case where say you want to know where exactly http://communist-party.ca/home.html is. But you know what, I think somebody that's digging into WARCs directly can figure that out themselves from the results of the provided script, so I'm fine if we close and don't implement this TODO.
