(I see in the Zotero thread that don't have time to work further on this style; let us know whether you think we should accept it in its current state or just close the pull request)

This one is so much work and without knowing how legal citations are stored in Zotero and without proper help from that OP I don't have the energy to work through all that myself.
Should be good enough for now I think. :)
