Here's a first crack at #233.
It is generated with github-changelog-generator:
Should we want to use this, there is a lot of tweaking that can be done to the changelog, and we can document the usage HOWTO Ship a Heritrix Release.
Happy to update PR with any changes, or close it if this isn't the best utility for the project.
What'd be really cool, is figuring out a method for the changelog generator to run on a merge hook🤔
