fix US-RSE blog formatting #34

This PR just cleans up the formatting in the recent US-RSE blog post @sandragesing and I wrote (http://urssi.us/blog/2019/09/10/growth-of-the-us-rse-association/).

The only changes I made were formatting. Mostly just markdown paragraph breaks. The current version has the numbered lists all in a single paragraph making it harder to read.

This change (rendered locally on my machine) looks like this:

for what it's worth, the added line breaks make it very hard to see the specific changes you've made...

Thanks @danielskatz. Sorry about the formatting. I couldn't tell where the issues were in the original so I used emacs to fill the paragraphs. I didn't think about how it would completely obfuscate the few small changes I actually made.

no worries - the changes were good, and I apologize for not making them last night when I was getting the post to work. I think I was excited enough that it worked and that the figure showed up that I didn't check the text formatting carefully enough.
