On the TOC (left column) in https://plan.urssi.us/, try to click on section 6.2.

It seems like if we have subsections (x.y) that have the same name as a previous subsection, the TOC can't handle it and will point to the first use of the subsection name.

Any thoughts on something we can do about this, other than changing subsection names? (I like the idea of parallelism in the subsections)

I don't quite follow. 6.2 looks fine to me. Maybe you can annotate a screenshot and post here so I can follow.

it does now since I changed the header for 5.2 yesterday to limit the problem. Try to click on the header for 7.5 as a good example now.
